OK Now when I know more detail in SEM ( SEO and PPC ) let analyze HTML of few sites:
I looked for keyword "baby stuff:
www.target.com/ ( Page ranking 1 ) and www.carters.com( Page ranking 2 ) came up as paid ad. Then Google displayed sponsored ad from diapers.com, Wal-Mart, toy r us.com
Target pooped up first having page ranking of one (1). Its HTML Page have META TAG Keyword and description as :

<meta name="keywords" content="baby and kids stuff, baby and kids stuff online, Target" />
<link rel="canonical" href="http://www.target.com/s/baby+and+kids+stuff"/>
<link rel="canonical" signifies canonical page which is a version of a set of pages with highly similar content.

Even Organic search is displaying TARGET at top. I don't know why Target plan to have a paid ad at top when natural search is displaying at top. however we need to keep in mind that natural search is cumbersome and needs time for experimenting to improve the page ranking whereas Paid Ad guarantees the placement of your ad.

we can see that word "baby" is used many a times. here comes the concept of Keyword density which is the percentage of times a keyword or phrase appears on a web page compared to the total number of words on the page. In the context of search Engine optimization keyword density can be used as a factor in determining whether a web page is relevant to a specified keyword or keyword phrase.Today, the overuse of keywords, a practice called keyword stuffing, will cause a web page to be penalized.

Search results differ by Search Engine selection. I looked the same keyword "Baby stuff" on Bing and results are altogether different. This is due to different algorithm used by different search engines to rank the page and these algorithms are not publicly published.
